User accounts need to stay with their facilities. If a nurse transfers or switches to another facility, their accounts cannot be merged. They can have access to their CE(s) and can submit their CE(s) to their institution but they cannot merge their accounts.

If it's 2 accounts within the same facility, we can submit a merge request to the administrators - create a ticket.
